What qualifies for a minor leaguer?
-They must not have used their rookie status.
Thats it. Pretty simple.
Once you put a minor leaguer on your pro roster, he can not be sent back down. You will lose that minor league roster spot
We will draft 3 new minor leaguers every year to keep up with the new prospects.
Everyone will start out with 5 minor leaguers but can end up with none or all. There is no limit to how many you can have. But the only way to acquire minor leaguers are through trades and the yearly draft. If you trade away your team for minor leaguers, then thats your decision.
Since we are doing this league through Yahoo, there will be no way to keep track of the league's minor leaguers on their board. So we will do it on this board. If someone accidentally picks up someone else's minor leaguer, I will switch it back.

So, as an example...if, "Ricky Vaugn" made a quick rise from A-ball and was called up to the majors in September, he could not be picked up on waivers as soon as Yahoo added him to the system (unless you had previously drafted him in the minor league draft)....he would therefore be only available in the following years minor league draft....Is this correct?

That is correct. This is the only way to prevent people from drafting the prospects in the pro draft. This will make it so it is fair to everyone.
Now, lets say that "Ricky Vaughn" ended up playing enough time to qualify as a rookie...then he is fair game to anyone and would not need to be kept in the minors draft.

ok so we will have a seperate 5 round draft for minor leaguers, i didnt catch that, thought it would all be together...any chance to increase the minor leaguers to maybe 8 or 10?...that would still be roughly the top 100 prospects

I'm all for adding a couple more minor league rounds. I do wonder, though, since there are minor league rosters and they will be fairly deep, is there any reason to not allow the few rookies that may be worth picking up that aren't on any roster to be picked up via waivers or FA if they are added to Yahoo? Doesn't really matter to me either way i guess...

Doesn't really matter to me either way i guess... The only reason I thought of doing it like this is because someone could technically in that sense draft them in the pro draft. Then we would have the argument of drafting minors in the pro draft.

I think it makes perfect sense. This is a dynasty league so it will ensure that the low end of the totem pole gets the fresh talent for the following year.

A question just came to mind though. After this years draft (which will undoubtedly be a snake draft) will the draft be sequential like say the NFL draft? Example: Whoever places 12th gets the 1st pick of the first round and the first pick of the second round (and so on). or would it be another snake draft?

I think this will help keep the lower teams into it and give them a fighting chance in the years to come.

Say if you want to bring Evan Longoria up, then you would just drop one of your scrub bench players so he can be on your roster. The minor leagues can be as deep as possible. The only way to acquire more minor leaguers is by the yearly draft and trades though.
